A global research report analysing internet freedom in 72 countries, with a focus on censorship, online information manipulation, surveillance, digital repression, freedom of expression, privacy, artificial intelligence and the future of online civic participation. The report includes country assessments, global rankings, methodology and policy recommendations.
Why it matters for ENACT-AI
Useful for case studies on how authoritarian governments use censorship, surveillance, and sometimes AI for information control.
Learning outcomes
Understand major threats to internet freedom, identify how governments and powerful actors manipulate online information, analyse the relationship between AI and digital rights, recognise risks related to censorship, surveillance and privacy, evaluate the impact of digital technologies on democracy and civic participation, develop informed positions on responsible technology governance.
Suggested activity
Digital Freedom Investigation, students select one country from the report and analyse its internet freedom situation. They identify examples of censorship, information manipulation, surveillance and restrictions on online participation, then compare the country with another country and discuss how AI and emerging technologies could influence digital rights. Finally, each group proposes three measures to protect freedom, privacy and democratic participation online.
