A Council of Europe youth study session focused on strengthening young people’s democratic literacy, media participation and digital resilience. It brings together young journalists, content creators, activists and media makers to explore disinformation, digital literacy, AI ethics, civic storytelling and youth participation. The programme includes a Media Literacy Toolkit track, Civic Story Seeds and a practical Media Lab.
Why it matters for ENACT-AI
AI is explicitly included in the programme through work on the ethical use of AI and its civic impact on young people's access to information, alongside algorithmic bias and disinformation. This makes it more directly AI-relevant than the previous resources.
Learning outcomes
Learners can understand rights to expression and information; critically assess media and online information; recognise disinformation and algorithmic bias; consider the ethical implications of AI; create responsible media content; engage in civic storytelling; participate constructively in democratic processes; and develop ideas for addressing community challenges.
Suggested activity
“AI, Media & Democracy: Tell the Civic Story.” Students identify a local issue, investigate how it is represented online, compare human-created and AI-assisted/generated content, identify possible bias or misinformation, and create a short article/video/social-media post presenting the issue responsibly. They finish by reflecting on whether and how AI should be disclosed when used in civic communication. This combines the programme's Media Literacy Toolkit, Civic Story Seeds and Media Lab approaches.
